The portal also lets you prepay taxes from March 1 through September 30, which is helpful if you want to spread your payments out before the December 31 deadline. Online payments may take up to 24 business hours to process. You can pay in person Monday through Friday during business hours at either Clay County office location. Homes in Clay County are assessed at 19% of market value under RSMo 137.115. Commercial property uses the 32% rate. Agricultural land is set at 12% of productivity value. Personal property like cars and trucks is assessed at 33 1/3% of book value. The county clerk takes these assessed values and applies local levy rates from schools, fire districts, the county, and other taxing entities. Because Clay County has many different taxing districts, especially in the Kansas City metro part, two homes with the same value can have very different tax bills depending on their exact location. The Hancock Amendment keeps total collections in check, so when values rise sharply in reassessment years, levy rates must roll back.

Personal property declarations are due by March 1. If you file late, the penalty ranges from $15 to $105 based on the value of your property, per RSMo 137.280.

Clay County Tax Assessment Appeals

If your Clay County property seems overvalued, start with the Board of Equalization. File your appeal with the county clerk before the third Monday in June. The board meets each summer to hear complaints from property owners who believe their assessment is wrong.

If the board does not reduce your assessment, you can take it to the Missouri State Tax Commission by September 30. Residential appeals are free at the state level.
