Blue Springs Tax Records Through Jackson County

All Blue Springs property tax records are held by the Jackson County Collector of Revenue. The collector's main office is at 415 E 12th Street, Suite 100, Kansas City, MO 64106. You can call them at (816) 881-3232. This is the same office that handles tax collection for Kansas City, Independence, and other Jackson County cities. Blue Springs residents use the same search tools and payment systems as everyone else in the county.

The collector sends out tax statements in late October or November each year. Your bill is due by December 31. If you miss that date, interest and penalties start on January 1. You can pay at the collector's office in person, mail a check, or use the online portal. The postmark on a mailed payment determines if it counts as on time. Jackson County also has a drop box at the courthouse for after-hours payments.

Note: Blue Springs City Hall is at 903 W. Main St., Blue Springs, MO 64015, but it does not handle property tax payments.

Pay Blue Springs Property Taxes Online

Jackson County runs an online payment portal through Public Access Now where Blue Springs residents can search tax bills and pay. The system lets you look up your property by name, address, or parcel number. You can view your current bill, check past payments, and pay what you owe. All online payments carry a $2.00 processing fee. Credit and debit card payments add a 2.75% fee on top of that. If you pay by eCheck, there is an extra $1.25 fee. Jackson County does not keep any of these processing fees.

Keep in mind that an online payment receipt is not the same thing as an official paid tax receipt. If you need a receipt for vehicle registration or license plates in Missouri, you need the one from the collector's office. You can get an official receipt in person at the Jackson County Collector's office. The state Department of Revenue only accepts the paid receipt from the county collector, not a printout from the website.

Blue Springs Property Tax Assessment

The Jackson County Assessor handles property valuations for Blue Springs. All real estate gets assessed as of January 1 each year. Reassessment of real property happens every two years in odd-numbered years. The assessor sets the market value of your home or land based on sales data, cost estimates, and property condition. Once that value is set, the assessed value is calculated at 19% of market value for homes under RSMo 137.115. Commercial property uses a 32% rate. Agricultural land is assessed at 12% of its productivity value.

You can search Blue Springs property assessment records through the Jackson County Assessment and Tax database. The site lets you search by street address, parcel ID, or other methods. You can view both real property and personal property records. Assessment data shows the current year and prior years. For 2025, Jackson County used a 2022 baseline with a 15% maximum increase cap for residential properties. Commercial properties get valued using cost or income approaches instead.

Personal property declarations are due by March 1. This includes vehicles, boats, and trailers. A late filing brings a penalty of $15 to $105 based on assessed value, as set by RSMo 137.280. If you just moved to Blue Springs, contact the Jackson County Assessor to set up your personal property account.

Blue Springs Missouri official website for property tax records

From the city site you can find links to other city services and departments. For tax bills, payments, and assessment data, you still need to go through Jackson County. The city does run the Land Bank of Blue Springs, which manages properties that were sold for back taxes. You can reach the Land Bank at 816-220-4596.

Blue Springs Land Bank and Tax Foreclosures

Blue Springs has its own Land Bank that deals with properties tied to unpaid taxes. When property owners in Blue Springs fail to pay their taxes for several years, Jackson County can sell the property at a tax sale. Some of those parcels end up with the Jackson County Land Trust. From there, they may transfer to the Blue Springs Land Bank for management and resale.

The Land Bank board has five members who serve four-year terms. They meet on the third Monday of each month at 3:00 p.m. If you want to buy a Land Bank property, contact them at Blue Springs City Hall. These properties often sell below market value because they need work. The Land Bank phone number is 816-220-4596.

Appeal Blue Springs Property Tax Values

If you think the assessed value on your Blue Springs home or land is too high, you can appeal. Start with the Jackson County Board of Equalization. File your appeal with the county clerk before the third Monday in June. Bring any evidence that supports a lower value. Good evidence includes a recent appraisal, comparable sales from your area, or photos of property damage.

If the board does not lower your value, you can take the case to the Missouri State Tax Commission. That appeal must be filed by September 30 or within 30 days of the board's decision. The commission holds hearings and can order a change. There is no fee for residential appeals at the state level. The commission posts forms and guides on its website to help you through the process.

Note: The Hancock Amendment in Missouri's constitution limits how much total property tax revenue a taxing district can collect without voter approval.

Blue Springs Property Tax Credits

Senior citizens and 100% disabled residents in Blue Springs may qualify for the Missouri Property Tax Credit. The maximum credit is $1,100 for homeowners. Renters can get up to $750. You file the claim through the Missouri Department of Revenue. The credit depends on your household income and the property taxes you paid that year. You can file it with your state income tax return or send it in on its own.

Jackson County also participates in the Senior Real Estate Tax Credit program under SB 190. This separate program freezes part of your tax bill once you qualify. Check with the Jackson County Collector for the application window. You need your prior year's paid tax receipt to apply for either credit.
